Veterans Resource Program (VRP), The Carlson Project in Partnership with Eagle Environmental Construction (EEC)
Project Overview
December 2000 through June 2001. The site underwent a soil cleanup for lead contamination and was determined to be clean enough for residential use by the Department of Toxic Substances and Control (DTSC). However, the property would require a concrete cap prior to building to contain the lead contaminated soil.
July 2021: Partnership with local developer: Eagles Construction EEC for the cleanup of the lead and other contaminants to bring the soil to a non-detect level for the maximum health and safety of veterans occupying the property. Fencing signage, lighting and construction site facilities are in process. offers a unique blend of design/build development, general construction, engineering, hazardous material remediation services to clients and strategic partners. The environmental assessment begins with core borings to determine level of contamination.

EECD is specialized in restoring contaminated sites for use as affordable and work force housing and resilience hubs of local energy generation. Its corporate mission is to provide solutions to systemic societal issues including Affordable housing; Environmental Justice (safe, healthy spaces); Economic equality (job creation etc.); Equal access to education; and Clean, affordable energy. EECD’s Environmental Policy for Conducting Business is structured around core components integrating social and environmental commitments.

EECD has recognized that buildings and construction sector should play a crucial role in promoting socio-economic development, including through the development of affordable housing and financial services adapted to vulnerable populations, with the aim of facilitating social access to property, access to affordable housing and redeveloping marginalized urban areas.
EEC+D acknowledges its role in managing its property developments impacts to support the transition to a low-carbon economy as well as contributing towards the socio-economic development of society. EEC+D is an approved Social House developer by the U.S. Department for Housing and Urban Development (HUD) and environmental contractor certified by the Environmental Protection Agency (EPA). EEC+D also follows ISO and American National Standards Institute (ANSI) on Best Management Practices and environmentally sensitive and restoration and development, which provide external confirmation of the sustainable quality of buildings.

Veterans Resource Program-VRP is a 501c3 nonprofit located in Richmond CA. It was founded in 2011 by Rhonda F. Harris to honor her late father, Harry L. Williams, who served and was wounded in the Korean War. Inspired by and extremely devoted to her father, Rhonda served in the California State Guard (formerly known as the California State Military Reserve) where she achieved the rank of Sargent in their Human Resources Department unit. She now serves as Executive Director of VRP. California has an estimated of 1.8 million Veterans, approximately 11,000 are homeless. In Contra Costa County’s Health and Housing Homeless Department, its reported that 596 veterans have accessed its Homelessness Continuum of Care program. This makes up 7% of the 8,228 in the County’s program as of 2018. Because we have had an influx of veterans returning from Afghanistan, and due to the COVID-19, the numbers of homeless veterans have increased significantly. VRP recognizes the need to provide military veterans with housing and continuum of services with resources tailored for their individual needs that empowers and enables the veteran to become a productive member of society again. VRP was honored by Tom Butt, Mayor of Richmond, who proclaimed the Veterans Resource Program ‘the city’s primary veteran’s organization.’
