Veterans Housing Development Project
Veterans Resource Program (VRP) is a 501(c)(3) nonprofit located in Richmond, CA founded in 2011 dedicated to the men and women who have courageously served their country.
Who We Are
Eagle Environmental Construction (EEC), the construction subsidiary of EEC Development, is a 20+year-old environmental and construction management firm with offices in San Francisco, Richmond, Atlanta, and Alberta Canada. The company has worked on approximately $207 million dollars in total developer/construction project value and approximately $20 million dollars in total environmental project value. EEC offers a unique blend of design/build development, general construction and engineering and hazardous remediation services to clients and strategic partners throughout the United States and Canada. The project will be owned by VRP / EECD Development, LLC newly formed holding company.
2018 VRP acquires a 2.3 -acre lot on Carlson Boulevard in South Richmond Near public transportation and freeway. Close to City Center and commercial businesses allowing veterans to be a part of the City’s activities and community. Zoned as commercial mixed use, allowing for the development of residential and commercial projects

Our Mission Together With Richmond
The concept of “Community First” is a value that we take to heart at VRP/EEC. To create intrinsic value by recapturing spaces from wasted, under-utilized assets and transforming them into clean, green, and sustainable spaces. Solar energy, efficient heating and cooling, clean air, roof gardens are part of our vision. Creating energy efficient housing and green spaces that not only benefit and beautify but contribute back to the community.
To provide a clean, safe living environment for veterans who may be homeless, formerly incarcerated, returning home from the military, and for those who are looking for stability and want to reunite with their families.
To enhance the well-being of our men and women veterans who have risked their lives for our country. To help our veterans regain their dignity, move them onto a path of wholeness and restoration where they can dream again and rejoin society. We honor them and help them develop a healthy consciousness and opportunities for training, and entrepreneurial business opportunities in the green industry of the future.
The residential towers for the proposed project include a nine-story steel frame building (Type IA) over a concrete podium. The total project development will consist of the following:
